Pourtant, il faut au moins une heure trente pour relier en transports publics ces deux villes parmi les plus peupl\u00e9es autour de la fronti\u00e8re \u2013 67&nbsp;000 habitant\u00b7es pour Colmar (Haut-Rhin), 237&nbsp;000 pour Fribourg (Bade-Wurtemberg). Une ligne directe de train permettrait, elle, de rallier les deux villes en quarante-cinq minutes, l\u00e0 o\u00f9 il faut pr\u00e8s d\u2019une heure en voiture. Une ligne ferroviaire qui, de surcro\u00eet, existait bel et bien de 1878 jusqu\u2019\u00e0 la fin de la Seconde Guerre mondiale, quand les Fran\u00e7ais\u00b7es d\u00e9truisirent le pont survolant le Rhin, brisant ainsi la liaison.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cela fait donc 30&nbsp;ans qu\u2019il est question de redonner vie \u00e0 ce trac\u00e9. Une premi\u00e8re \u00e9tude juge le projet faisable en 1997, puis Emmanuel Macron, tout juste \u00e9lu, promet de r\u00e9tablir la liaison en 2017. Deux ans plus tard, il signe avec la chanceli\u00e8re allemande Angela Merkel le trait\u00e9 d\u2019Aix-la-Chapelle qui, dans la continuit\u00e9 du trait\u00e9 de 1963, d\u00e9finit l\u2019amiti\u00e9 et la coop\u00e9ration franco-allemande et liste quinze projets prioritaires, dont le retour d\u2019un train entre Colmar et Fribourg. Mais sur le terrain, toujours rien. La faute \u00e0 une s\u00e9rie de d\u00e9saccords portant essentiellement sur la nature des financements.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" style=\"margin-top:var(--wp--preset--spacing--30);margin-bottom:var(--wp--preset--spacing--30)\"><strong>Pr\u00e8s d\u2019un milliard d\u2019euros de travaux<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">En 2019, <a href=\"https:\/\/www.grand-est.developpement-durable.gouv.fr\/IMG\/pdf\/etude-colmar-freiburg_rapport_synthese_7mars2019.pdf\">selon une \u00e9tude men\u00e9e dans la foul\u00e9e de la signature du trait\u00e9 d\u2019Aix<\/a>, le co\u00fbt du projet est estim\u00e9 entre 237 et 275&nbsp;millions d\u2019euros. Sauf qu\u2019en \u00e0 peine six ans, celui-ci aurait tripl\u00e9 pour atteindre environ 880&nbsp;millions d\u2019euros, nous indique la mairie de Fribourg, citant les chiffrages les plus r\u00e9cents qui n\u2019ont pas encore \u00e9t\u00e9 rendus publics. La s\u00e9curisation du rail, impliquant la construction de nombreuses infrastructures telles que des passerelles pour que les pi\u00e9ton\u00b7nes et voyageur\u00b7euses puissent la franchir, fait logiquement grimper la facture.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Et ce choix fait d\u00e9bat. Vincent Denefeld, pr\u00e9sident de l\u2019association franco-allemande Trans Rhin Rail, qui milite pour la r\u00e9ouverture de la ligne depuis 2012, estime que ces structures co\u00fbteuses ne sont pas n\u00e9cessaires partout. Ces travaux participent, eux aussi, de la forte augmentation des co\u00fbts annonc\u00e9s. Transportant d\u00e9j\u00e0 11 000 voyageur\u00b7euses par jour jusqu\u2019\u00e0 Vieux-Brisach (chiffres du land du Bade-Wurtemberg), les Allemand\u00b7es sont plut\u00f4t confiants quant \u00e0 l\u2019utilit\u00e9 des travaux. L\u2019enqu\u00eate publique r\u00e9alis\u00e9e en 2019 estimait que 3&nbsp;500 \u00e0 6&nbsp;000 voyageurs par jour emprunteraient la nouvelle ligne au d\u00e9part de Colmar.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Les deux pays achoppent <em>in fine<\/em> sur la nature des financements de la ligne ferroviaire. La France veut inscrire le projet au programme europ\u00e9en RTE-T (R\u00e9seau transeurop\u00e9en de transport), qui permet d\u2019obtenir des fonds de l\u2019Union europ\u00e9enne, mais implique plus de normes et d\u2019adapter la ligne \u00e0 la circulation de fret. Les Allemand\u00b7es, peu favorables \u00e0 ces contraintes suppl\u00e9mentaires, n\u2019auraient pas d\u00e9livr\u00e9 leur demande, annulant la possibilit\u00e9 d\u2019obtenir les subventions.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>6&nbsp;000 voyageur\u00b7euses potentiel\u00b7les<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Tandis que le projet patine, de nombreux\u00b7euses usager\u00b7es se retrouvent sans offre de transport adapt\u00e9e. Du fait des longs temps de trajets en transports en commun, la plupart privil\u00e9gient la voiture. Longtemps, il a utilis\u00e9 la voiture de bout en bout. Aujourd\u2019hui, il va en voiture jusqu\u2019\u00e0 la gare de Vieux-Brisach, \u00e0 l\u2019entr\u00e9e de l\u2019Allemagne et \u00e0 trente minutes de Colmar. Il y prend l\u2019un des nombreux trains qui conduisent \u00e0 Fribourg, le jugeant <em>\u00ab&nbsp;pratique, reposant, et permettant de faire des \u00e9conomies d\u2019essence&nbsp;\u00bb.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Des deux c\u00f4t\u00e9s de la fronti\u00e8re, de nombreux\u00b7euses \u00e9lu\u00b7es soutiennent le projet. \u00c0 Fribourg, la mairie affirme voir <em>\u00ab<\/em>&nbsp;<em>une grande influence positive possible d&rsquo;une liaison directe. Cela pourrait en outre \u00eatre un exemple tr\u00e8s concret de l&rsquo;amiti\u00e9 franco-allemande \u2013 un \u00e9l\u00e9ment de liaison au sens propre du terme&nbsp;\u00bb<\/em>. Quant \u00e0 Philippe Mas, maire de Volgelsheim, il y voit une opportunit\u00e9 de d\u00e9velopper les mobilit\u00e9s douces sur tout le territoire, \u00e0 condition de rendre la gare accessible. <em>\u00ab&nbsp;Le projet serait incomplet s&rsquo;il n\u2019y avait pas de navettes vers les autres communes&nbsp;\u00bb<\/em>, souligne-t-il. Tous esp\u00e8rent que la nouvelle enqu\u00eate en cours, devant se terminer \u00e0 l\u2019automne 2025, r\u00e9duise la facture et identifie un mode de financement r\u00e9aliste.&nbsp;Il s\u2019agira de la cinqui\u00e8me \u00e9tude de projet en huit ans.
